Boracay Undertakes Coral Reef Restoration

The volunteer divers and lifeguards pose for a group shot before heading off to sea.

With its coral cover assessed to be in alarmingly poor condition, proponents of the Boracay Beach Management Program (BBMP) have undertaken coral reef restoration efforts as part of its coastal resources management program. Through the initiative of the BBMP-Technical Working Group, reef rehabilitation activities consisting of the establishment of coral nurseries, transplantation of coral nubbins on degraded reefs, and deployment of reef domes, were launched in September 2010. Monitoring reports by the coastal and marine resources team headed by Mike Labatiao have reported encouraging results.

Earlier studies revealed that Boracay's live coral cover had seriously deteriorated to only about 15-20%. In 2009, the Coastal Conservation and Education Foundation Inc. (CCEFI) reported that coral conditions on the western side consisted of about 23% live coral, while about 77% were non-living. A Xavier University assessment of the eastern side in 2010 recorded 42% live coral cover, while a 2011 study of the southern side by the Bureau of Fisheries and Aquatic Resources (BFAR) indicated an alarmingly low 9% live coral cover.

Mr. Mike Labatiao of the Boracay Foundation briefs the volunteer divers and lifeguards before the deployment of the artificial reef domes.

Through the initiative of the local government of Malay, Aklan, under the leadership of Mayor John P. Yap, and in close collaboration with Boracay Foundation Inc., Petron Foundation, San Miguel Corporation and other stakeholders, the Boracay Beach Management Program (BBMP) focused on coastal resources management as one of its priority areas.

In particular, Petron partnered with Boracay Foundation Inc. to champion the reef rehabilitation program. In September 2010, a coral nursery using PVC nets was established near Crocodile Island.  Another coral nursery, made of biotech screens, was planted at the Balinghai snorkeling area in May 2011. Coral nubbins from the nurseries were then transplanted and attached to dead coral to encourage regrowth and eventually restore live coral cover.

Mayor John P. Yap and the volunteers deployed the domes from the barge, which the divers then arranged underwater.

Multi-functional reef domes were deployed about 100-meters from the Boracay shoreline. Aside from serving as nurseries for coral regrowth, they are also fish sanctuaries and help increase fish density. At the same time, they act as wave breakers during the typhoon season. Because of their utility, the BBMP-TWG is building more reef domes to be deployed along Boracay's main beach area.

With its previous experience in the United Nations Development Programme's Integrated Coastal Management (ICM) framework, Petron coordinated the local government initiatives of Mayor Yap to target seven priority areas under the BBMP.  These include coastal resources management, water and waste water management, solid waste management, watershed protection, hazard prevention, local governance, and information, education and communication. With a strong partnership among stakeholders under the leadership of the local government unit, other partner agencies who actively contribute to the BBMP include the Department of Environment and Natural Resources (DENR), local agencies, non-government organizations, youth groups, and the business sector.

Rotavirus Vaccination in the Expanded Program for Immunization

In humans, health is the general condition wherein mind, body and spirit is free from illness, injury and pains. It is a complete physical, mental and social well being. Having a good health is much greater than any other wealth in the world and maintaining it, is one of the essential concerns of all people especially in children. Children are so playful and full of energy with their daily activities, on the other hand, they are also vulnerable when it comes to germs, bacteria and viruses from the surroundings.

Rotavirus is highly contagious and stable everywhere. It can survive on hands for hours, solid surfaces for days and remains stable and infective in stools for a week the reason why its the leading cause of diarrhea every minute(1 child) worldwide. In the Philippines, at least 13 children under five years old die everyday. Imagine how many innocent children dies before they even explore the world. If even they will survive into it or recurrent diarrhea leads a serious long term effects to a child's growth and development like for example in height, motor and cognitive abilities. Children and babies with recurrent history of diarrhea have an average of 8.2 cm by the age of 7 and it has been calculated that in the first 2 years of life can lead to loss of 10 IQ points. It’s important that children receive healthcare from a doctor who has been guided in school to obtain their medical degree. For them to evaluate more and confidently.

In P-Noy's direction for Universal Health Care Program, the Department of Health includes Rotavirus vaccination in the Expanded Program for Immunization. Through this, it will prevent diarrheal deaths among children under five and will reduce or eradicate our country's overall mortality rate towards achievement of Millennium Development Goal (MDG). GlaxoSmithKline (GSK) is producing a vaccine (Rotarix) which comprised of two doses, it must be initially administered orally among newborns six to 12 weeks after birth then the next one is given after four weeks thereafter. The government will cost some 900Php per child, but it will give them a better future and healthy community and better country which we always hope for.

DepEd and CNN Hero Launch “Kariton Klasrum” Education

Last Saturday at Department of Education Main Office at Pasig City the launching of "Kariton Klasrum" was held and attended by the founder of Kariton Klasrum Program, Dynamic Teen Company (DTC) and 2009 CNN Hero of the Year Efren PeƱaflorida. I met Kuya Ef mid-last year when Golden ABC invited bloggers to volunteer and experience Kariton Klasrum (story HERE). Now the Department of Education spare headed by Secretary Br. Armin A.  Luistro FSC enriching the program and adapt it also to the chosen district of places like Manila, Pasig, Caloocan and Quezon City to deliver educational services to marginalized urban learners through the K4 Outreach program. This program will employ a novel way of making education and other basic social services accessible to underprivileged children initially to those places.

The K4 ( Kariton Klasrum) program developed by DTC uses kariton (pushcart) as klasrum (classroom), klinik (clinic), and kantin (canteen) to seek out its intended clientele. For that, it will carry educational materials, basic medical care kit and food to be shared to the learners after the learning session. It is specifically for street children aged 5 to 15 particularly those who never attended school or who have dropped out with the aim of reintegrating them into the formal school system.Focusing in three learning areas. First is the values formation that learns good manners and right conduct. Secondly, there will be literacy teachings that will impart daily living skills, perceptual skills, language and mathematics. Finally,  a play center that aims to make learning more fun and enjoyable.

Department of Education adopts the K4 learning modality to reach out to street children, out-of-school youth, out-of-school children and school drop-outs delivered through the alternative learning system or alternative delivery modes. Secretary Br. Armin A.  Luistro FSC said “One of our goals here is for the targeted learners to understand and appreciate learning which they can apply in their own families and to the community”.

Teacher volunteers from their community will man the kariton to teach children using various learning materials until such time that they are ready to be integrated in public schools at a grade level appropriate to their age and skills. For a more formal and better way of learning for them to increase their knowledge and determination in finishing their education. On the other hand, having a healthy way of living will also teach and monitor  to the children, like  basic hygiene such as hand washing and tooth brushing. Moving away from the usual practice, food will be provided to the learners after attending the three learning areas.

Having this program will not only teach and prepare the children's future but most of all to be a better man for his community and country. I will definitely support this campaign in any way I can and I hope you will too :)).
